Many of the services below have some sort of access that is free. Sometimes you can place an ad for free, but to reply to ads you need a paid membership. Some sites below are entirely free. The hardest thing for a personal ad site to do is to build enough of a membership base that they are truly valuable in a medium as large as the world wide web. If you're a man, you're likely to get far fewer responses to an ad than women. Men typically make up a larger percentage of the subscriber base as well. Still, from what I've heard from friends who place the personals, it can be worth the effort. One tip I got from a friend of mine who does personals, is that she gets lots more correspondence if she logs in on a regular basis, as many services show the last time a member logged in.
